UCEM 1.0 · Acceptance record
Core acceptance and limits
The exact adoption scope, artifact pins and conformance limits for the reviewed core semantics.
Status: accepted bounded core semantics v0.1 through DEC-0010 to DEC-0013 on 6 October 2026. The four records adopt the scope below together.
Normative scope
The profile is bounded to 16 case families and the 31 task vectors reviewed at
f923fe87a7eea00b283984c1cbbc8dc209061249. The following exact clause bodies from
that revision and their stated limits are the normative scope:

| Decision | Clauses | Contract location |
|---|---|---|
| DEC-0010 (repository reference) | SC01, SC02, SC03, SC05 | Identity and source material |
| DEC-0011 (repository reference) | SC04, SC06, SC12 | Identity and source material; relations and operations |
| DEC-0012 (repository reference) | SC07, SC08 | Relations and operations |
| DEC-0013 (repository reference) | SC09, SC10, SC11 | Relations and operations |
Each task's inputs, explicit mutations and allowed source material define its conformance case. Its expected disposition, decisive reasons, missing requirements and supported calculation are the scoped oracle. All 31 cases are adopted together; selecting only positive results or refusing every case does not meet this contract.
The JSON is an editorial test format, not UCEM syntax or a public API. Original proposal-status strings within the frozen corpus and historical review record remain unchanged as archival context. This acceptance record and the four decision records, not those old drafting labels, establish the normative status of the specified payloads. References to the candidate in unchanged clause text name this bounded v0.1 profile.
Artifact identity
The complete source/case JSON files below are unchanged from the frozen proposal. SHA-256 identifies their exact bytes, not semantic equivalence or authenticity of a publisher's live website. The source ledgers preserve inspected editions and locators; this repository does not claim complete snapshots of the external publications.

Informative material and exclusions
The concept paper, research reports, old decision matrices, representation desk comparison, profile-choice rationale, future experiment suggestions and historical review protocol are informative. They do not adopt a grammar, global identifier scheme, canonical serialization, provider binding, query API or implementation architecture.
The accepted choices do not establish universal measurement identity, positive equivalence of independently produced series, general stock/flow algebra, exchange-rate conversion, purchasing-power parity, uncertainty propagation or arbitrary aggregation. ADP/BLS remains unresolved. CPI computations preserve the published series path without asserting constant historical weights. Annual debt/GDP is limited to the specified EA19 2021 same-release construction.
Conformance source material and limits
Two independent agent reviewers reproduced every disposition and decisive reason after recorded corrections. There are eight supported, twelve refused, seven needs_evidence, three needs_input and one out_of_scope tasks. Reviewers shared prior project context; this is neither a blind scientific study nor a human evaluation or model benchmark. The historical review record (repository reference) retains the initial qualifications.
These are semantic conformance cases, with independent agent classification review. Executable fixture tests check references, input isolation and arithmetic. They do not implement a semantic classifier. An implementation must run the allowed task inputs through its own behavior, compare the results and decisive reasons with the accepted expectations, and retain failures and limits. It must never consume the oracle as input. No implemented UCEM/EQUA conformance or interoperability is claimed by this acceptance.
Promotion review
The first promotion candidate, 530b2a3ddb59e251374fddbba4b6536623fd9f3e, received
REWORK from semantic_ecosystem and standards_research solely because four source material
entries omitted their observation date. Neither review found a substantive semantic gap.
Both reviewers accepted corrected ecc899670ef962b9906aac2470de1322c87d9da1 for
normative promotion of all four decisions. Root records the disposition of accept under
the user's explicit product-owner delegation. The clause bodies, eight pinned JSON files
and historical classification review are unchanged. The initial candidate passed all
43 tests; the correction passed decision validation and staged checks. The final status
and plan update receives exact-commit verification before PR #8 merges.
This acceptance completes the bounded core-semantic milestone. It does not accept the representation proposals or claim that the whole UCEM language and runtime are finished.
