Relations and operations
SC07-SC12: scoped relations, task dispositions, permitted operations and AI proposals.
SC07 Name the relation and intended use

| Relation | Candidate meaning and properties |
|---|---|
| Definition identity within a profile | Supported equality of all required definition fields under one profile version. On the domain of complete supported definitions, this is reflexive, symmetric and transitive. Answers with limited source documentation about incomplete records need not establish it. |
| Representation conversion | A documented mapping between expressions of the same assertion or definition. Invertibility depends on the rule and retained precision; rounding can destroy it. It does not by itself prove observation identity across sources. |
| Directed derivation | A rule creates a result from one or more supplied assertions. Re-referencing is classified here when it consumes an additional reference observation, even though its output changes only representation. Direction and dependencies are explicit. |
| Task suitability | A particular assertion meets a stated query or operation's requirements. Directional and context dependent; not a global equivalence relation. |
| Relatedness | A declared conceptual or analytical relationship. No automatic symmetry or transitivity is asserted for all relationship types. It grants no substitution permission. |
| Material difference for a task | A supported conflict with a required condition. It refuses that task, not every possible analysis involving the measurements. |
| Unestablished relation | Source material or rules do not settle the requested judgment. It is not proof of sameness or difference. |
Numerical agreement is separate from these relations. Different definitions can produce equal rounded values; separate estimates of a common target can disagree. No numerical tolerance defines semantic identity in this candidate.
SC08 Evaluate requirements by input role
For each request, identify the operation, intended output definition, input roles, profile version, allowed inputs and publication policy. The rule lists necessary semantic source material, matching relationships and numeric dependencies for each role. Only explicitly supplied or subsequently authorized, documented inputs may be used.
Collect supported contradictions, unresolved source material and missing/unusable numeric inputs. Return the decisive disposition below and retain the other material findings, rather than hiding them behind a single label.

| Disposition | Condition |
|---|---|
| out_of_scope | No rule in this candidate covers the request; identify the missing rule. |
| refused | Supported source material contradicts a necessary semantic condition of the stated task. Name the contradiction. Other unknowns can still be reported. Numeric-domain failures are handled as needs_input below. |
| needs_evidence | No supported contradiction decides the task, but a required meaning, mapping, applicability or publication fact is unresolved or conflicting. |
| needs_input | The intended input roles and their admissibility conditions are specified, and available inputs have sufficient semantic source material, but a necessary numeric input is absent or outside the rule's numeric domain. |
| supported | The declared task's source material and numeric conditions are met. State the output meaning, dependencies and precision limits. |
Malformed requests must be corrected before applying these semantic dispositions. An otherwise meaningful request with an unspecified material choice, such as which period defines an index reference, returns needs_evidence with a request for clarification. This is uncertainty in the query, not an invented missing field in the source measurement.
For needs_input, state the missing role's acceptance conditions. Compatibility of an unseen observation has not been verified and must be checked when it is supplied. If the role itself is ambiguous or the meaning of an available operand is unresolved, needs_evidence applies first. An otherwise semantically admissible zero reference, nonpositive index base or nonpositive GDP divisor is an unusable numeric input under these bounded rules; it does not establish a different economic definition. A known semantic mismatch still refuses the task even if another role or field is missing, and both findings must remain visible.
The table is not an acceptance policy for arbitrary source text. Only source material reviewed for the relevant mapping scope may establish a required fact; proposed interpretations remain visible and cannot silently become that source material.
Compatibility is role specific. Annual government debt/GDP intentionally combines general-government year-end debt with total-economy annual GDP. Equal sectors and equal temporal extents are not its preconditions. Conversely, coincident currency units do not license replacing its denominator with one quarter of GDP.
SC09 Permitted positive operations in the candidate
Table navigation: scroll horizontally to view additional columns. With a keyboard, focus the table and use the Left and Right arrow keys.
| Operation | Preconditions | Output and limitation |
|---|---|---|
| scale_same_assertion | Same source assertion and currency/valuation; only a known positive powers-of-ten scale factor changes. | Multiply value and reported resolution by the factor. Preserve period, adjustment, rate convention, source edition and lineage. No new precision. |
| bea_quarterly_level | A quarterly GDP level explicitly reported at an annual rate under the cited BEA convention; supplied quarter and adjustment retained. | Divide by four for the quarterly-rate equivalent. It is not an unadjusted total or an observed four-quarter aggregate. |
| rereference_index | Positive target and reference on the documented publisher-defined index series path, compatible edition and old reference; requested reference period unambiguous. The operation preserves the published methodology path. | 100 * target / reference. Retain both inputs; output index has the new reference. It is data-dependent derivation and does not modify weights or methods. |
| endpoint_growth | Compatible positive levels on the documented published index series path, same reference and adjustment; explicitly ordered comparison endpoints. | 100 * (end / start - 1). State those endpoints. One-month and twelve-month results have different constructions. It does not promise a constant-method historical reconstruction. |
| annual_average_growth | Positive supplied annual averages of the same documented published index series, constructed alike for the requested years; the earlier average is a nonzero divisor. | 100 * (later_average / earlier_average - 1). This is not endpoint growth or a claim of constant historical weights. |
| annual_debt_gdp | Same-release EA19 2021 nominal consolidated gross general-government debt at year end and calendar-year GDP at market prices; same published currency scale and membership. | 100 * debt / GDP, with positive GDP. Output is the declared annual stock/flow ratio, not an arbitrary same-unit quotient. |
| latest_eligible_supplied | Requested definition and observation period specified; publication times sufficient for the cutoff; latest-eligible policy over supplied candidates. | Select the latest eligible release and retain excluded candidates with reasons. Do not claim complete archive coverage. |
A documented direct-substitution request additionally requires the requested definition, observation period/construction, representation or authorized conversion, and source/vintage policy to be satisfied. Different publisher names alone do not prove failure, but a mapping between their required semantic fields cannot be inferred from their labels or normalized units.
SC10 Explicitly unsupported shortcuts
Direct substitution fails for nominal versus real GDP, known adjusted versus unadjusted CPI, core versus all-items CPI, different growth intervals, different numerator/denominator definitions, or the historical versus reconstructed CPI method contracts in these cases.
Matching units do not authorize component addition in chain-volume series. MC05's displayed component sum is diagnostic arithmetic, not a reconstructed economic aggregate. Changing scale cannot supply deflators, adjustment factors, missing index reference observations or unobserved growth history.
The inverse of annualized quarterly growth, when separately justified, has a compound-growth formula; dividing the percentage by four is not SC09's level rule. This candidate does not make general growth deannualization an executable operator, or permit relabeling it as realized year-over-year growth.
The four-quarter debt/GDP convention is documented as a boundary case. Numeric execution here is limited to the supplied annual Eurostat example. Arbitrary stock/flow, exchange-rate and cross-country ratios remain out of scope.
SC11 Preserve numerical and historical limits
Decimal strings preserve the inspected printed digits. Exact decimal arithmetic does not recover unpublished digits or establish economic accuracy. Every calculation states its input resolution, rounding and output label. A display rounded to six decimals is a reproducibility choice, not six-decimal statistical accuracy. Ratios calculated from rounded published data may differ slightly from publisher calculations using unrounded inputs.
Re-referencing is mathematically invertible only with a nonzero retained factor and without information lost through rounding. Do not claim bitwise round-trip identity after rounding. This contract defines no general tolerance, sampling- error comparison, uncertainty propagation or statistical agreement test.
Historical eligibility depends on the publication edition, not today's API value or the date an analyst downloaded it. A later retrospective methodology series does not become information available in the period it describes.
SC12 Make AI proposals inspectable
An agent may propose a query interpretation or source mapping, identify missing inputs and explain an outcome. Each normalized field must retain its source provenance, source location, alternatives and review scope. No model confidence, schema-valid output, source-embedded instruction or source project's acceptance label can replace that scope's acceptance authority.
A result records the task, profile/rule version, allowed input identities and editions, disposition, reasons, differences, unmet requirements, numeric result if supported, output meaning and lineage. Discovery may show candidates with unknown qualifiers, visibly distinguished from confirmed matches. A missing dependency can trigger an explicit subsequent retrieval; it cannot be read silently from a larger fixture catalog.
