Informative overview of the first public edition

UCEM 1.0 is the first public edition of the Unified Code for Economic Measurement. OpenUCEM maintains the specification.

Purpose and scope

UCEM defines requirements for documenting economic measurements and research findings, connecting native fields or expressions to declared concepts, and stating which interpretations or operations the available source material supports. It applies to official statistical data and published research.

Domain-model authors supply the vocabulary. A binding connects native content to concepts in a declared model. A mapping qualifies a relationship between models. An adapter is software that applies declarations to a source.

ComponentScope
Model and binding requirementsMB01-MB08 cover attribution, models, native selections, revisions, unresolved information, mappings and consumer responsibilities.
Applicability and conformanceMP01-MP03 define how to scope claims and distinguish paper cases from assessed implementation behavior.
SDMX bindingSB01-SB10 define a bounded binding using SDMX-JSON 2.1.0 and the published attachment schema.
Measurement identity and sourcesSC01-SC06 cover identity, qualifiers, source origin, revisions and time.
Relations and operationsSC07-SC12 cover scoped relations, task dispositions and permitted operations.
Research findingsRE01-RE08 and RP01-RP04 govern research documentation, with the stated RE07 exclusion.
Discovery and source contextDE01-DE08 address query intent, candidate selection, coverage and source context.

The publisher profiles are separate contracts with their own applicability. Each normative component retains its adopted conditions, clause identifiers and exclusions.

Conformance

A conformance claim identifies the applicable clauses, profile, source boundary and assessed behavior. Structural validity, source linkage, economic interpretation and downstream suitability are separate assessments. A partial record may satisfy applicable documentation requirements when it makes its unknown or conflicting information explicit.

A relevant search result can support discovery. Substitution, conversion, pooling and inference require the applicable operation rules and inputs. The SDMX binding covers a finite observation layout. Its reference material demonstrates that layout and the specified resolution behavior.

Use with existing standards

UCEM reuses publisher vocabularies and existing standards for statistical structure, provenance and domain concepts. It specifies the documentation and supported interpretation a consumer needs across those sources. Standards and responsibilities explains these roles.
