Applicability and conformance
MP01-MP03: applicability, permitted claims and the scope of implementation assessments.
Normative boundary
MP01 Applicability and conformance claims
Apply MB01-MB08 in clauses.md within a declared source, declaration and consumer/task scope. A full claim assesses all eight groups and identifies this module version, its domain/application profile, actual input boundary and assessed behavior. The profile states which domain roles are material to its claim. It may not waive an applicable MB obligation merely by omitting its inputs. Inapplicability requires a scoped reason; uncertainty about applicability stays unresolved.
A restricted assessment identifies the clauses and facts it exercises. A metadata-only candidate with an unresolved model may be faithfully disclosed and discoverable under MB03, but cannot claim complete binding resolution or an unsupported semantic match. Honest unresolved source knowledge can conform to a documentation obligation. Full conformance does not require inventing missing knowledge or performing unclaimed checks. It also does not establish economic truth, provider endorsement or analytical readiness.
MP02 Existing authority and operations
Preserve the accepted SC01-SC12, RP01-RP04/RE01-RE08 and DE01-DE08 boundaries and exclusions identified in the source pins. Their separately versioned applicability continues to govern their claims. This module adds no positive economic operation, cross-source equivalence, statistical inference or human publication approval gate. It adopts no CH/IF/FC/DS draft, global taxonomy, identifier registry, canonical record format, query protocol, plugin platform or EQUA engine. A later operation must have its own accepted rule and inputs; a declaration flag cannot supply that authority.
MP03 Paper cases and implementation assessment
Adopt the paired input/expectation cases identified in the acceptance record within each case's named scope. The input packet's authored premises are given conditions, not new publisher observations or verification receipts. Its candidate statement is the assessed subject; do not invent omitted findings or source facts.
For these paper assessments, meets means the candidate satisfies its exercised
obligations, violates identifies a decisive breach, and not_assessable identifies
an absent assessed candidate or indispensable assessment input. Honest unknown source
knowledge is not automatically not_assessable. Retain other material findings and
accept equivalent decisive explanations. These are documentation-assessment labels,
not API enums, semantic task dispositions or operation permissions.
A full implementation claim needs independently executed behavior over its allowed inputs and declared profile. Integrity tests, reviewer agreement and paper-case coverage are not an implemented semantic classifier or a performance benchmark.
